Despite the bold promises of his campaign, Gov. Deval Patrick’s budget will not deliver significant financial relief to cash-strapped cities and towns or reduce property taxes for most Bay State residents, budget watchdogs say...Aside from education aid, Patrick’s plan provides only modest increases or flat funding in local assistance, meaning communities may still feel pressure to override property tax limits.
