I listened to Romney on Howie Carrs show this week as he explained this issue. I'm shocked that no one has brought it up. The 'shortfall' is the diffrence between what people WANT to spend and how much money we actually have. Maybe we should cut that gazebo in Braintree.
What I HAVEN'T heard is that there is ging to be a projected slowdown or decrease in incomeng revenue. If that doesn't happen, how can we have a shortfall?
